Rail infrastructure for coal transport and other allied utilities is being developed in the States of Chhattisgarh, Jharkhand & Odisha through Joint Venture Companies formed by subsidiaries of Coal India Limited (CIL), in association with State Government & Rail Infrastructure Companies such as RITES and IRCON.
Jharkhand Central Railway Limited (JCRL)
IRCON (participating on behalf of Ministry of Railways), Central Coalfields Limited (CCL) (on behalf of Ministry of Coal) & Government of Jharkhand have formed a Joint Venture Company namely Jharkhand Central Railway Limited (JCRL) on 31st August 2015 to undertake project development, financing and implementation of identified Railway projects in the State of Jharkhand.
To evacuate coal from North-Karanpura coalfield of CCL, Shivpur-Kathotia Railway line, stretching over a length of 49.085 km, has been identified to be taken up by JCRL. Detailed Project Report has been prepared for approval of JCRL Board.
Mahanadi Coal Railway Limited (MCRL), Odisha
A Joint Venture, namely MCRL (Mahanadi Coal Railway Limited) has been formed among MCL (Mahanadi Coalfields Limited), Government of Odisha and Indian Railways for creating rail infrastructure in the state of Odisha. An MoU was signed on 20th April, 2015 among Ministry of Railways, Ministry of Coal and Government of Odisha for formation of Joint Venture to undertake project development, financing and implementation of identified projects.
Project identified to be taken up through the Joint Venture:
Phase 1: Angul - Balram - Jarpada - Tentuloi link at Talcher coalfields of MCL (69.10 KM) which consists of Jharpada - Kalinga - Angul link (14.22 Km). Phase-I work is estimated at a cost of Rs 1300.00 Cr (approx.) excluding the cost of land. Work in Phase-I segment is expected to be completed by December 2018.
Phase 2: Tentuloi - Budhapunk - as phase - II (136 KM approx). The work of Phase-II will be taken up after the commencement of work of Phase-I.
Chhattisgarh East Railway Limited (CERL)
The evacuation of coal from Mand - Raigarh and Korba - Gevra Coalfields of South Eastern Coalfields Limited (SECL), shall be through two joint ventures namely Chhattisgarh East Railway Limited (CERL) and Chhattisgarh East-West Railway Limited (CEWRL).
Chhattisgarh East Railway Limited, (CERL), a JV Company formed by SECL, IRCON and Government of Chhattisgarh shall execute the work in two phases.
Phase 1: Kharsia - Dharamjaygarh with Spur to Gare - Palma and three Feeder Lines of about 132 Km. The estimated cost of the project is Rs 3055 Cr. Anticipated completion of the project is March, 2019.
Phase 2: Dharamjaygarh - Korba, length of about 67 Km. The estimated cost is Rs 1349 Cr. The project has been approved as Special Railway Project by Ministry of Railways.
Chhattisgarh East- West Railway Limited (CEWRL)
CEWRL is a JV Company formed by SECL, IRCON and Government of Chhattisgarh. The railway line from Gevra Road to Pendra via Dipka, Katghora, Sendurgarh and Pasan (135 Km), Urga - Kusmunda (16 Km) and Feeder Lines (35 Km) is being executed by Chhattisgarh East West Rail Ltd.(CEWRL). The estimated cost of the project is Rs 4919 Cr. Tentative date of completion is March, 2020.
